Is this the same version of Windows? It sounds like something somewhere got configured differently.
Hmmm, possibly try finding regocx.bat in the installation directory and double clicking it. (Though the updated installer should have taken care of that.)
Other than that, I'm not sure what to say. Except maybe trying to see if DAX (plus the patch) works properly. (Which would mean I made yet another mistake in the DA2 installation file. Heh...)
