1.well if you really wanted to, you could just make text and graphics in MS paint and save it as a jpg and when they click "help" or whatever to open the file saved like "manual.jpg". if you talking about for a website, you have to use html code.
2.ive run into this error to, the easiest way i found is to back-up all TK files and completely reinstall TK2/3, also there are probably bug fixes on www.toolkitzone.com
