Thinking with even the most twisted of world logics, I see no reason why someone should care more about people he didn't know who died in terrorist attack in US more than people who die in car accidents every day (they unfortunately never get any special celebration). Death is death, and neither of these deaths is really better than the other.
Propably it has something to do with american conception of uber-citizens and Holy Roman Empire of United States... which leads to common belief which can be presented in simple equation.
American citizen who died in terrorist attack > American citizen > Rest of the world
