I don't recall the precise number but I believe it actually only requires three or four changes of the water level to finish the water temple (although in order to make it this low you need to exploit a glitch wherein you can hookshot up to one of the changers even though it clearly was not intended that you be able to do this).
If you don't know this glitch (though it is very easy to notice) then it only takes a few more changes.
Ocarina of Time does have pretty poor dungeon design overall though. Among the 3D zeldas, Majora's Mask is the only one with good dungeons (and it is only has four major dungeons because it has a lot of gameplay in the story other than dungeons - unlike most Zelda games).
