You could always go to lonelyrecords.com. Not really sure if they would mass burn Data Discs ... but I run a recording studio in my home town ... and it costs about US$850.00 to silk screen the disc, print the tray and 4 panel book, along with spine and burn 500 discs.
They are very professional. You should give it a look at to see what I mean.
