I'm definitely not making a "new" forum. (Well technically I need to rewrite the code, but it'll look the same on the outside. Heh...) You can expect new features to gradually be added on to this one, though, like I've been doing since I first set it up. Thought of a few ideas like allowing the user to switch between a view where any post on a thread will bump it to the top and the standard newest thread first view (like it is now). Subdiving the board to include an off topic board or others like you suggested is a possiblity, but I have sort of a different idea for that.
Anyway, just need the free time. (Heh...)
