Looks like a nice start of a map editor.  Loading files work fine (although it seems to save what I've done no matter if I've selected it or not!).

You might want to consider eventually moving to binary files rather than INIs for speed and efficiency's sake later on.  Also definitely alow a variable number of maps.  And the map editor needs a refresh button!
