The only chance to fight the Thunder Dragon is when returning to Drena. If you miss it there (I didn't encounter it) you can never get a chance to fight it! Of course, later in the game you'd be to strong and it wouldn't be challenging, but here's a way around that...

When the player returns to Drena store Brash's stats. If they are below the mark required to beat the dragon then record them at the lowest possible.

Maybe put the T Dragon as a random encounter while flying. When you encounter him use this ratio to decide his stats...

T Dragon/////x////////////////x2
//////////--------////=////--------
Brash////////y////////////////y2

Where x and y represent their stats at Drena and x2 and y2 are there stats now. It can be written in a formula form like this:

x(y2)
-----//=//x2
//y

Where x2 is what the T Dragon's stats should be. This keeps the relationship between Brash and him intact while still keeping him challaging.

NOTE: I am using /s to keep the space intact.
