There are several HTML tutorials out there, like this one. I also recommend you look into getting a HTML editor.
A PHP message board is pretty complex, so you'll probably want to work your way up to it. In the meantime, server.com offers a similar board for free (with advertisements, though).
Yes, most images are done in Photoshop, using a few blending effects with images from my games.
