I've never heard of that one before, unfortunately. My guess is that the game engine miss-loaded a variable somehow and set the encounter rate to zero, and unfortunately now that you saved it's stuck that way.
I hate to say it, but maybe try restarting and seeing if it happens again? Fortunately you're still near the beginning of the game. Wish I could be more help, but I haven't touched either game for several years now. ;)
