For the random dungeon, go one board up (into the water) from the board with the town with the casino, then reach the top of that board. Now drive left, crossing about four boards, until you see some rocks. Investigate to find the random dungeon.
Posidon just occurs pseudorandomly (since DAX is really a deterministic system). Drive around and you'll eventually encounter him.
