It's written in PHP using a MySQL database.  If you know a bit of programming (i.e. C++), PHP isn't hard to pick up.  If you don't, then it'll probably be a lot harder.

I'd recommend getting a server.com board temporarily, then check out some PHP tutorials (just search google.com, they're all over) and see if it's right for you.
