Photoshop is comercial software. I actually have a pretty old version I got some time ago. I hear that Paint Shop Pro (I think that's the name) is a free alternative.
When I do enemies, I make them as normal images before converting them to tiles. To convert them back, you could just assemble the image, press the 'print screen' key, and paste it into your graphics program. I also think there's some tile to bitmap utilities at the Toolkit Zone.
