Been several years here as well, but yes, you do need to find Vlade as the next step. I'm pretty sure he's at the very top of the soldier barracks (I forgot what I called it!), which is the weird pyramid-shaped building to the right of the castle. See if you can climb up to the top of that and find him. There miiiight be a locked door up there or something, but not sure. Let me know how it goes!
