Don't remember an exact level. First (obviously) make sure you have Posidon. Then there's a couple of routes you can take to get stronger. You could just clear the first floor of the Dark Palace (couple of decent items there). Or you can try the Random Dungeon. While the enemies won't give you experience, there's some really nice items to be found in the lower levels. (Island in the middle of nowhere, don't confuse with Ragnaros' place; you don't want to go there yet. Heh...)
